3. We understand that it is the practice of the

drafts to the official on account of whose salary it has
been issued for despatch to this country. We would
suggest that in order to expedite the transmission of
these drafts the system in force in the West African
Colonies should be adopted, i.e:- that the drafts should
always be drawn in favour of the person to whom the money
is remitted and despatched direct from the Treasury to the
payee in this country.
